Programme overview:

Modern governance challenges require modern solutions. Learn how to build your community's future on a strong foundation of Māori principles and values.

In this programme, you'll learn how to incorporate principles such as kotahitanga, whanaungatanga, kaitiakitanga, and rangatiratanga into your governance practices. Create strategies to enhance and protect the resources of your marae, hapū, and iwi while laying the groundwork for future generations to lead.

At the end of this programme, you'll have a better understanding of how to govern as a collective, allowing each individual to bring their knowledge, skills, and experiences forward to serve and benefit your community.

When you complete this programme, you'll get this qualification:

How you'll study:

Some of your learning time will be kaiako-directed. Your kaiako will guide you through instruction and learning activities at a scheduled time and place.


The rest of your learning time will be activity-directed. Activity-directed learning is self-guided in your own time and space.

  • This might consist of completing online activities, attending events, preparing for assessments, or engaging with supporting materials.

Some learning activities will need to be completed online. You’ll need to have access to an internet-connected device to participate in this programme. 


Time commitment:

This is a full-time programme that consists of 60 credits.

The programme is delivered over 20 weeks, which means you’ll be expected to commit an average of 30 hours per week to your study.

Study mode 1: Blended learning

132 learning hours will be kaiako-directed. These hours will be split between:

  • 1 x 4-hour face-to-face class per week
  • 2 x 8-hour one-day wānanga which will be scheduled by your kaiako
  • 2 x 22-hour noho which will be scheduled by your kaiako

468 learning hours will be activity-directed. This means you will be expected to complete activities in your own time for an average of 23.5 hours per week.

Entry criteria:

To enrol in this programme, you must:

  • be 16 years or older
  • be a New Zealand citizen or resident (or citizen of Australia, Tokelau, Niue or the Cook Islands)
  • reside in New Zealand
  • have completed Level 2 education achievement or at least equivalent to NCEA Level 2; OR
  • have one to two years’ previous experience as a governor, trustee, marae committee member or on other boards; OR
  • be able to provide evidence of ability to complete programme requirements in a CV

You can continue to higher level study in a wide range of programmes at level 5 and above in a related field, such as the Diploma in Small Business & Project Management, Te Tohu Tiaki Taonga or Te Hapūtanga o Te Ao Tikanga.

  • Board secretary
  • Treasurer
  • Trusteeship

  • Advisory roles

You can also contribute to your community in the following roles:

  • Community representative on local boards

Kōnae Ako (Learning Modules):

Tōku tūāpapa, tōku tūrangawaewae – Mātauranga Māori in governance | 12 credits

This kōnae ako aims to allow tauira to explore their tūrangawaewae as a foundation from which their governance practice can be shaped. This aim emphasises not only the application of Māori principles within governance but also the recognition and integration of personal identity and lived experiences, contributing to a holistic approach to governance through the lens of te ao Māori.


Mauri Ora within governance – Empowering confidence in indigenous Governance | 18 credits

The aim of this kōnae ako is to apply cultural practices of kaitiakitanga within Western governance structures of governance. Tauira will explore essential governance concepts over assets such as finance, policy, investment, decision making, roles and responsibilities in conjunction with Māori practices of kaitiakitanga to taonga tuku iho.


Taonga Tuku Iho – Moving from ‘ahau to tātou’ | 18 credits

The aim of this kōnae ako is to facilitate tauira through a transformative journey, moving their governance perspective from ‘ahau’ (individual) to ‘tātou’ (collective) in accordance with collective governance principles and te ao Māori approach to the management of resources as Taonga Tuku Iho.


Ko te Kai a te Rangatira – Leadership and succession | 12 credits

The aim of this kōnae ako is to enhance the leadership skills, succession and strategic planning for Māori entities and governors.
