Programme overview:

Being a part of the New Zealand Police can be more than being a police officer. There are many different roles both on the front line and behind the scenes.

This programme has been designed with the New Zealand Police to meet the demands of policing in today's diverse society.

Level 3 focuses on building understanding and appreciation of Māori culture, diverse communities, and different aspects of personal wellbeing.

When you pass this programme, you'll get this qualification:

  • Manahautū (New Zealand Certificate in Combined Services) Level 3

NOTE: Passing this qualification does not guarantee you a space in the New Zealand Police. You will still need to complete and pass their application process.


You'll learn about:

  • the New Zealand Police obligations to Te Tiriti o Waitangi and Māori
  • the importance of cultural awareness in personal and professional contexts
  • how to communicate effectively with diverse communities
  • how taioranga (nutrition), physical activity, and wellness frameworks can promote hauora outcomes
  • emotional intelligence and strategies for mental and emotional wellbeing

You'll be able to:

  • Demonstrate an awareness and understanding of Māori culture, worldviews, values, and principles in a personal and professional context
  • Demonstrate an appreciation of diverse communities and their worldviews, values, and principles, in a personal and professional context
  • Apply and demonstrate an understanding of hauora tinana to develop personal physical wellbeing
  • Apply and demonstrate an understanding of hauora hinengaro to develop mental and emotional wellbeing. 

Entry criteria:

To enrol in this programme, a potential student must:

  • be at least 17 years of age
  • be a New Zealand citizen or resident (or citizen of Australia, Tokelau, Niue or the Cook Islands
  • reside in New Zealand
  • be made aware of the entry requirements into the NZ Police and the demands of the programme
  • complete a diagnostic pre-entry literacy and numeracy assessment to identify learning support requirements.

Delivery and workload

This is a full-time programme that consists of 60 credits, delivered over 20 weeks.

You’ll be required to attend:

  • Kura whakaako – classes to be determined by kaiako (20 hours per week)
  • 2 x 1-day wānanga (8 hours each)
  • 2 x noho marae (22 hours each)

In addition to these attendance hours, you’ll be expected to complete activities designed to enhance your learning for approximately:

  • 10 hours per week
 

Some learning activities will need to be completed online. You’ll need to have access to an internet-connected device to participate in this programme.

You can complete the Manahautū Level 4 qualification or move into the fitness industry, teaching, trades and more.

I want to use my qualification

You’ll be ready to complete the Police entry assessment. You’ll also be prepared to apply to the Armed Services, Corrections, Customs and more.

The 2025 fees for this programme are:

  • $1,736 GST inclusive

Are you eligible for fees-free study?

The Government has announced that Fees Free for the first year of study or training will finish at the end of 2024. A final-year Fees Free policy will replace it, starting from 1 January 2025.

If you are a first-time tertiary learner in 2025, you may be able to get Fees Free for your final year of study or training. If you are eligible, you will need to apply for your entitlement through IRD from 2026 onwards. You will still need to pay programme fees to the tertiary provider, but you may be able to claim them back from IRD once you have completed your qualification.

Kōnae Ako (Learning Modules)

Aroā Ahurea (Cultural Awareness) | 15 Credits

The aim of this kōnae ako is to introduce tauira to Te Tiriti o Waitangi, and how it informs the obligation of the Crown and the NZ Police to Māori. This kōnae ako also focuses on Māori culture and being culturally aware.


Ngā Ahurea Rerekē (Cultural Diversity) | 15 Credits

Develop an understanding of worldviews, values and principles, as well as developing an understanding of effective communication for diverse communities.


Hauora Tinana (Physical Wellbeing) | 15 Credits

Develop tauira understanding of health risk factors and how nutrition, physical activity and wellness frameworks can promote hauora.  Tauira will explore individual hauora and create goals to improve hauora.


Hauora Hinengaro (Mental and Emotional Wellbeing) | 15 Credits

Use hauora models to create broad strategies to achieve mental and emotional wellbeing.  This kōnae ako also focuses on emotional intelligence and effective communication for a range of scenarios.
